GOP Establishment Owns Obama's Syrian Refugee Threat Because They Keep Funding It

Establishment Republicans, caught out in yet another show vote, this time on stopping the Syrian refugee menace, have been complaining that “there’s no Syrian refugee resettlement in the bills I voted for.” That is of course a cynical lie, since they have given Obama a blank check in the past three budget and spending votes that offered them an opportunity to stop this national suicide. 

Establishment Republicans now facing serious primary challenges, such as incumbent establishment Republican Martha Roby in Alabama-2, who is being challenged by Becky Gerritson, like incumbent Renee Ellmers in NC-2, who is being challenged by Frank Roche and Jim Duncan, and like incumbent Pete Sessions in TX-32, who is being Obamachallenged by Russell Ramsland are now trying desperately to run away from the Syrian refugee jihadi threat because they repeatedly voted to fund it.  

And by giving Obama a blank check in the budget and spending bills that could have stopped the Syrian “refugee” madness Republicans own the Syrian refugee jihadi infiltration problem. 

This is why a "defund" is the only way to stop the Syrian "refugee" crisis. 

Roby, Ellmers and Pete Sessions own what going on right now because in December 2014 they (and other establishment Republicans) voted for the CRomnibus that gave Obama nearly $1 billion for the refugee resettlement program, and then they voted for the Continuing Resolution (CR) to continue the money until December 11, 2015.  

And they own what will happen in the future because they voted for the Rule on the zombie budget that increases the budget authority for next year; they then took the "show vote" against the zombie budget knowing that Democrats would provide the votes to pass it... so the Republican establishment owns it! 

Right now the government is operating on a short term CR that maintains the funds provided by the "CRomnibus" which Martha Roby, Renee Ellmers, Pete Sessions and other establishment Republicans infamously passed after the 2014 election. That is H.R. 83 of last Congress (now Public Law No: 113-235.) That bill provides for the following almost $1 billion for refugee resettlement in this provision:

For necessary expenses not otherwise provided for, to enable the Secretary of State to carry out the provisions of section 2(a) and (b) of the Migration and Refugee Assistance Act of 1962, and other activities to meet refugee and migration needs; salaries and expenses of personnel and dependents as authorized by the Foreign Service Act of 1980; allowances as authorized by sections 5921 through 5925 of title 5, United States Code; purchase and hire of passenger motor vehicles; and services as authorized by section 3109 of title 5, United States Code, $931,886,000, to remain available until expended, of which not less than $35,000,000 shall be made available to respond to small-scale emergency humanitarian requirements, and $10,000,000 shall be made available for refugees resettling in Israel.

For necessary expenses to carry out the provisions of section 2(c) of the Migration and Refugee Assistance Act of 1962, as amended (22 U.S.C. 2601(c)), $50,000,000, to remain available until expended. 

Note that the language of the bill specifically directs President Obama to make $10 million available for refugees resettling in Israel – and the “shall” language is mandatory – so equally mandatory “shall not” language could be inserted, but establishment Republicans refuse to do so, and the same could be done with the $50 million emergency “refugee and migration assistance fund,” but again, the Capitol Hill Republican establishment refuses to take that prudent course of action. 

Going forward, the "zombie budget" set the budget for the entire government -- including that provision.  

The main provision of the zombie budget that reauthorizes the budget authority for the entire government (and increases spending BTW) is section 101.  

SEC. 101. AMENDMENTS TO THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT OF 1985. (a) REVISED DISCRETIONARY SPENDING LIMITS.—Section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 901(c)) is amended by striking paragraphs (3) and (4) and inserting the following: ‘‘(3) for fiscal year 2016— ‘‘(A) for the revised security category, $548,091,000,000 in new budget authority; and ‘‘(B) for the revised nonsecurity category $518,491,000,000 in new budget authority;  

The exact amount to be spent on refugee resettlement in next Fiscal Year will be set in the Continuing Resolution that has to be passed by December 11, 2015 – this will be a "mini-CRomnibus" – and once again, the Republican leadership in the persons of Speaker Ryan and Senate Majority Leader Mitch McConnell have indicated they will not allow defund language on refugee resettlement (or Planned Parenthood and other issues) to go in the must pass year-end appropriation. 

So without defund language Obama’s program of bringing dangerous Syrian Muslim “refugees” to America will continue. 

To summarize, Martha Roby, Renee Ellmers, Pete Sessions and other establishment Republicans who voted for the Rule on the zombie budget own what going on right now because voted for the CRomnibus that gave Obama nearly $1 billion for the refugee resettlement program, and they voted for the CR to continue the money. And they own what will happen in the future because they voted for the Rule on the zombie budget that increases the budget authority for next year. 

No doubt Roby, Ellmers, Pete Sessions and other establishment Republicans will try to hide behind the fact that they took the "show vote" against the zombie budget knowing that Democrats would provide the votes to pass it, and no doubt they will all take the show vote this week on the SAFE Act of 2015, but the fact remains, if you fund it, you own it, because you could have stopped the problem and didn’t. 

Martha Roby, Renee Ellmers, Pete Sessions and other establishment Republicans gave Obama a blank check with their votes on the past three budget and spending bills. 

Now they are trying to claim they have no control over what he does with the money and couldn’t imagine that he would pursue a dangerous policy like bringing potential Syrian Muslim terrorists to America? If that’s their excuse they are just plain lying, or they are too dangerously naïve to represent the American people in Congress.
