On #Ryancare Paul Ryan = Harry Reid

You know a bill is bad when the congressional “leadership” must bribe Members into voting for it. So, the news that establishment Republican Speaker of the House Paul Ryan has begun to bribe delegations to vote for his Obamacare 2.0, Rinocare or #Ryancare bill should come as no surprise.

POLITICO called it the ‘Buffalo Bribe.’ Or the ‘Tammany Haul.’ Or the ‘Knickerbocker Kickback.’

Harry ReidWhatever you call the ploy to change the way New York funds Medicaid, the maneuver provided political cover for a group of Upstate New York Republicans to vote for the House GOP’s Obamacare repeal at the expense of taxpayers everywhere and especially taxpayers in New York City.

At the heart of the deal is a targeted change to Medicaid funding that supporters say could lower local property taxes for Upstate New Yorkers. Unlike other states, the cost of funding Medicaid in New York is shared between the state government and its 62 counties — including the five boroughs of New York City.

The amendment, which excludes large municipalities such as New York City, would bar federal reimbursements for state Medicaid funds raised from local governments, effectively shifting around $2.3 billion in Medicaid spending from the counties to the state.

This helps Upstate Republicans politically, but it hurts the City’s only Republican Congressman, Dan Donovan of Staten Island.

And Donovan says he will now vote no on Ryan’s American Health Care Act.

All of this should remind Republicans of the ugly corrupt bargains, politics and partisanship used by Democrats to cobble together the votes to pass Obamacare.

Back in 2009 POLITICO’s Josh Gerstein put together a pretty comprehensive list of all the deals and kickbacks in the original Obamacare bill, including the “Cornhusker Kickback,” the “Louisiana Purchase,” and various other corrupt bargains to gain advantages for individual states and congressional districts and delegations.

Here are a few of the highlights:

Nebraska, Vermont, and Massachusetts received Federal Matching Assistance Percentages (FMAP) to help cover the cost of new Medicaid enrollees. Nebraska was awarded an indefinite 100 percent match, meaning the rest of America’s taxpayers were to subsidize Nebraska’s Medicaid program forever.

Despite $120 billion in Medicare Advantage cuts for the rest of the country, the Manager’s Amendment to the final Obamacare bill found a way for Florida residents, as well as some individuals in Pennsylvania and New York, and potentially Oregon, to be grandfathered out of receiving the cuts.

A “protections for frontier states” provision, starting in 2011, established a 1.0 hospital wage index and geographic practice expense floors for hospitals and physicians located in states where at least 50% of the counties in the state are “frontier”. Not surprisingly, states that qualified and benefited from the provision are Montana, South Dakota, North Dakota, Utah, and Wyoming – states that at that time had vulnerable Democratic Senators.

Michigan’s then-Senator Carl Levin got an exemption from the insurance tax for Michigan non-profit insurers, with language written in a way that applied to Blue Cross Blue Shield Plans (BCBS) of Michigan (and Nebraska).

After reviewing the long list of corrupt bargains Senate Majority Leader Harry Reid brokered to pass Obamacare Hot Air’s Ed Morrissey wrote:

It seems to me that if ObamaCare really reformed the process, we wouldn’t need all of these exceptions to its rules.  After all, it’s supposed to “bend the cost curve downward” for everyone.  If it does that, then why does Hawaii need a DSH extension?  Why does Connecticut need exemptions for its hospitals and a $100 million grant, if we’re leveling the playing field?

This list shows why Congress wants to pass this overhaul.  They want the ability to demand these favors not just now, but forever.  When government controls the system, then the politicians control the spoils.  This list is just the appetizers.  They’ll be chowing down on pork banquets for decades if this passes into law, and doing it just as dishonestly as this process has been handled all along.

Morrissey was right back in 2009: If ObamaCare really reformed the process, we wouldn’t need all of these exceptions to its rules, and, when government controls the system, then the politicians control the spoils.  This list is just the appetizers.  They’ll be chowing down on pork banquets for decades if this passes into law, and doing it just as dishonestly as this process has been handled all along.

The same analysis applies to Paul Ryan’s Rinocare bill today.

In his desperation to maintain federal government control of the health insurance and health care markets establishment Republican Speaker Paul Ryan is turning more and more to the ugly corruption of the Democrats’ former Senate Majority Leader Harry Reid.

In 2009 an out-of-power conservative budget whiz named Paul Ryan said this about Obamacare:

Government-monopolized health service contradicts everything America stands for. It conflicts with our people’s character…it conflicts with moral principles…it conflicts with market freedom…it conflicts with democracy…and it conflicts with American health care excellence that still draws patients from socialist utopias for medical treatments in this country. 

As of now conservatives are getting next to nothing of the free market reforms that the Paul Ryan of 2009 advocated and that they expected in the #Ryancare bill. It’s time for conservatives and for President Trump to walk away from this disaster – there are better deals available to achieve a freer and lower cost market for health care and health insurance.
