The 4th Circuit U.S. Court of Appeals ruled Mon. that VA's ban on same-sex marriage is unconstitutional. The 2-1 ruling upheld a district court judge's ruling in Feb. striking down VA's prohibition on issuing marriage licenses to same-sex couples.
