GOP Shows Rare Unity In Opposition To WHO Treaties

In marked contrast to the feckless betrayal of American interests the Senate GOP demonstrated on the “Obamabomb” nuclear weapons treaty with Iran, today’s Senate GOP is standing united against the Democrats’ plan to surrender our sovereignty through signing two World Health Organization treaties.

Yesterday, U.S. Senators Bill Cassidy, M.D. (R-LA), Ron Johnson (R-WI), and the entire Senate Republican Conference called for the Biden administration to withdraw its support for two international agreements being considered at this month’s World Health Assembly (WHA) that would grant greater authority to the dysfunctional World Health Organization (WHO) and potentially weaken United States sovereignty.

The letter highlights the WHO’s abysmal COVID-19 response and argues that President Biden should be focusing on badly needed reforms rather than plowing ahead with international treaties and regulations that would substantially increase WHO authority, shred intellectual property rights, and infringe freedom of speech.

“Some of the over 300 proposals for amendments made by member states would substantially increase the WHO’s health emergency powers and constitute intolerable infringements upon U.S. sovereignty,” wrote the senators.

The senators noted that the failure of the WHO’s pandemic response was “as total as it was predictable and did lasting harm to our country,” and that they “are deeply concerned that your [the Biden] administration continues to support these initiatives and strongly urge you [President Biden] to change course.”

“Should you ignore this advice, we state in the strongest possible terms that we consider any such agreement to be a treaty requiring the concurrence of two-thirds of the Senate under Article II Section 2 of the Constitution,” concluded the senators.

Cassidy and Johnson were joined by U.S. Senators John Barrasso (R-WY), Marsha Blackburn (R-TN), John Boozman (R-AR), Mike Braun (R-IN), Katie Boyd Britt (R-AL), Ted Budd (R-NC), Shelley Moore Capito (R-WV), John Cornyn (R-TX), Tom Cotton (R-AR), Kevin Cramer (R-ND), Mike Crapo (R-ID), Ted Cruz (R-TX), Steve Daines (R-MT), Joni Ernst (R-IA), Deb Fischer (R-NE), Lindsey Graham (R-SC), Chuck Grassley (R-IA), Bill Hagerty (R-TN), Josh Hawley (R-MO), John Hoeven (R-ND), Cindy Hyde-Smith (R-MS), John Kennedy (R-LA), James Lankford (R-OK), Mike Lee (R-UT), Cynthia Lummis (R-WY), Roger Marshall (R-KS), Mitch McConnell (R-KY), Jerry Moran (R-KS), Markwayne Mullin (R-OK), Rand Paul (R-KY), Pete Ricketts (R-NE), James Risch (R-ID), Mitt Romney (R-UT), Mike Rounds (R-SD), Marco Rubio (R-FL), Eric Schmitt (R-MO), Rick Scott (R-FL), Tim Scott (R-SC), Dan Sullivan (R-AK), John Thune (R-SD), Thom Tillis (R-NC), Tommy Tuberville (R-AL), J.D. Vance (R-OH), Roger Wicker (R-MS), Lisa Murkowski (R-AK), Susan Collins (R-ME), and Todd Young (R-IN) in signing the letter.

Read the full letter below:

Dear Mr. President:

Next month, during the Seventy-seventh World Health Assembly (WHA), your administration is expected to commit the United States to two international agreements that would strengthen the World Health Organization’s (WHO) authority to declare public health emergencies of international concern and expand the WHO’s authority over member states during such emergencies. This is unacceptable.

The WHO’s failure during the COVID-19 pandemic was as total as it was predictable and did lasting harm to our country. The United States cannot afford to ignore this latest WHO inability to perform its most basic function and must insist on comprehensive WHO reforms before even considering amendments to the International Health Regulations (IHR) or any new pandemic related treaty that would increase WHO authority. We are deeply concerned that your administration continues to support these initiatives and strongly urge you to change course.

Article 55 of the IHR requires the text of any IHR amendment to be communicated to member states at least four months before the WHA at which they are to be considered. As the WHO has still not provided final amendment text to member states, we submit that IHR amendments may not be considered at next month’s WHA. Some of the over 300 proposals for amendments made by member states would substantially increase the WHO’s health emergency powers and constitute intolerable infringements upon U.S. sovereignty. As such, it was essential that the WHO abide by the four-month notice period to allow member states time to ensure that no traces of such proposals were included in a final amendment package for consideration by the WHA. Having failed to do so, amendments are not in order.

The WHO’s most recent publicly available draft of its new pandemic response treaty is dead on arrival. Instead of addressing the WHO’s well-documented shortcomings, the treaty focuses on mandated resource and technology transfers, shredding intellectual property rights, infringing free speech, and supercharging the WHO. Moving forward with a new pandemic preparedness and response treaty ignores the fact that we are still unsure of COVID-l 9’s origins because Beijing continues to block a legitimate independent investigation. We strongly urge you not to join any pandemic related treaty, convention, or agreement being considered at the Seventy-seventh WHA. Should you ignore this advice, we state in the strongest possible terms that we consider any such agreement to be a treaty requiring the concurrence of two-thirds of the Senate under Article II Section 2 of the Constitution.

In light of the high stakes for our country and our constitutional duty, we call upon you to (I) withdraw your administration’s support for the current IHR amendments and pandemic treaty negotiations, (2) shift your administration’s focus to comprehensive WHO reforms that address its persistent failures without expanding its authority, and (3) should you ignore these calls, submit any pandemic related agreement to the Senate for its advice and consent.

The significance of this rare Republican unity cannot be overstated.

As our friend Frank Gaffney said in his “Secure Freedom Minute” “The Hand of God is on our troubled land!” Fully half the Senate is now co-sponsoring the Senator’s legislation that would ensure that chamber performs its constitutional duty to vote on such treaties.

These initiatives put the Biden administration squarely on notice: Its stealthy attempt to surrender our national sovereignty, states rights and personal medical freedoms to the WHO’s odious Director General is, as the Senators put it, “Dead on Arrival.”

The Capitol Switchboard is (202-224-3121), call your Senators thank them if they are one of the Republicans committed to subjecting the pandemic treaty to a Senate review and then voting NO when it comes before the Senate for ratification. I suppose it stands to reason that both sides would oppose relinquishing our sovereignty to the WHO, as we would have no further use for Congress, nor would we have a Constitutional Republic, nor would there be even the semblance of a democratic process, no freedom, and absolutely, no liberty!

Yes, it would. But do you see any D's next to the names? We have one worlders running the current show. However, if the plan isn't presented to the Senate as a treaty, President Trump could simply abandon it. If it is presented, it is unlikely to get 2/3 approval. Either way, the scheme will fail if we do our work and elect the right guys in November.
